Hey! I really liked The Terminator's meme!

In my opinion, HTML and CSS are programming languages because they (like any other programming language) have syntax, symbols, (key)words and semantics, and are used to define the behavior of a computer or alike device.

The difference is that they are declarative languages (not imperative, OOP, functional,etc.).
